Member for Suffolk, Coastal (Mr. Gummer) on 15 February, Official Report, column 796, he will identify the section of the last agreement on budgetary restraint of 4 December or any previous Community agreement, which gave the Council the same powers as are set out in annex V to the note from the presidency (EEC document SN 461/88) to increase agricultural expenditure in excess of the agreed guideline; and if he will make a statement.
