§ Mr. Peter BottomleyRoad traffic congestion in London is monitored by its effect on traffic speeds. Results of regular surveys are published in statistics bulletins available from the House Library. We have not adopted a definition of congestion or serious delay to traffic flow. The Department is considering whether specific indicators would be useful.
