To ask the Secretary of State for Wales what is the status of county structure plans; and what regard is given to them in deciding planning applications not in conformity with the structure plan.

In any area the structure plan forms part of the statutory development plan. A decision on an application for planning permission must have regard to the provisions of the development plan, so far as material to the application, and to any other material considerations. The latest central Government advice on these matters is set out in paragraphs 11 to 15 of planning policy guidance note No. 1 (PPG 1), dated January 1988, which was issued with Welsh Office circular No. 1/88, copies of which have been placed in the Library of the House.
