To ask the Chancellor of the Exchequer what provision is made for the checking of toxic waste which is landed at the port of Seaham, to ensure that the cargo manifest tallies with the materials offloaded.

I refer the hon. Member to my reply to the hon. Member for Meirionnydd Nant Conwy (Dr. Thomas) on 8 February, at column 95. All imported goods, including toxic waste, have to be declared to Customs and Excise, which imposes checks to test the accuracy of the declaration and its supporting documents and to ensure that the goods are not subject to prohibition. There are no special provisions at Seaham to ensure the cargo manifest tallies with the material offloaded.
