All imported goods, including toxic waste, have to be declared to 567W Customs and Excise, which imposes checks to test the accuracy of the declaration and its supporting documents and to ensure that the goods are not subject to prohibition. There are no special provisions at Seaham to ensure the cargo manifest tallies with the material offloaded.
