To ask the Secretary of State for Education and Science what account was taken in fixing the individual student grant award for 1988–89 of the inability of students in Scotland to pay the community charge in 1989–90.

All prospective changes in students' financial circumstances are considered in determining the level of the student grant. In the Government's view, liability for the community charge at the discounted rate of 20 per cent. in the second half of academic year 1988–89 does not justify a higher rate of grant for students studying in Scotland. Rates of grant applicable in England, Wales and Scotland in academic year 1989–90 will be considered in due course.
