To ask the Secretary of State for Scotland if he will seek to amend the scope of section 15 of the Abolition of Domestic Rates Etc. (Scotland) Act 1987 in order to avoid the necessity of community charges registration offices having to serve a statutory notice on dead people in terms of the Act; and if he will make a statement.
