To ask the Secretary of State for Social Services, on how many occasions in the last five years(a) he has agreed that a local authority may make charges under section 28(4) of the National Health Service Act 1977, (b) charges have been determined by arbitration; and if he will list the local authorities involved.

Charges by local authorities under section 28(4) of the National Health Service Act 1977 have never been agreed to my knowledge. The Department has recently reached a negotiated settlement of the bill presented by the London borough of Camden for the provision of hospital social workers.
