To ask the Secretary of State for the Environment what evidence he has as to whether his Department's code of guidance regarding the listing of buildings is being adhered to; and if he will make a statement.

The code summarises the instructions given to field workers about their conduct towards the owners of the buildings they inspect. It was introduced to give more publicity to best practice. Since its publication in October 1986, over 38,000 buildings have been listed, but only about 80 complaints have been received about the conduct of field workers; of these, about 10 have been upheld on investigation.
