Mr. Hill

To ask the Secretary of State for Foreign and Commonwealth Affairs what are the main developments in the Soviet Union's external policy which call for a reappraisal of Western European countries' relations with the Union of Soviet Socialist Republics.

Mr. Mellor

We have welcomed the improved atmosphere of East-West relations and practical achievements such as the intermediate nuclear forces treaty. We have also noted signs of a less aggressive Soviet approach in some foreign policy areas. But we shall judge by deeds not words, and are awaiting in particular full Soviet withdrawal from Afghanistan.
