§ Mr. MellorWe have welcomed the improved atmosphere of East-West relations and practical achievements such as the intermediate nuclear forces treaty. We have also noted signs of a less aggressive Soviet approach in some foreign policy areas. But we shall judge by deeds not words, and are awaiting in particular full Soviet withdrawal from Afghanistan.
