To ask the Secretary of State for Scotland what is the total expenditure on education, primary and secondary, in Scotland for each year since 1975, in 1986 money; and what are the estimates for 1988–89 and 1989–90.

1. The figures shown cover current expenditure by local authorities only; information on capital expenditure covers all education sectors and cannot be split between primary and secondary.

2. Figures up to 1986–87 are outturn or estimated outturn; 1987–88 is the total of local authority budgets; 1988–89 is the total of service provision within the rate support grant settlement (and excludes any attribution of the education unallocated margin of £90 million); and the 1989–90 figure is a provisional planning figure subject to review later this year.

3. The figures reflect constant prices determined by application of GDP deflator, base year 1986–87.
