To ask the Secretary of State for Education and Science, further to his reply of 3 February,Official Report, column 624, if he will publish figures for the bids by Derbyshire county council; and what percentage this represents of the allowed capital expenditure on education.

The information requested for the years 1981–82 to 1988–89 is set out in tables 1 and 2. Before 1981–82, local education authorities did not receive block allocations but were notified annually, in the context of a rolling programme, of a limit on the value of building starts in the following year.

The allocation in respect of prescribed expenditure does not represent my right hon. Friend's view of what an authority's capital expenditure on education should be. Authorities may use spending power from capital receipts and other flexibilities in the capital control system to supplement the allocations.
