To ask the Secretary of State for Transport if he will introduce legislation to ensure that vehicles used to carry members of the public in volunteer ambulance schemes, are subject to the same licensing procedures as those applying to vehicles used for general hire.

PSV operator licences are generally needed for private ambulances that carry passengers for hire and reward. Non-profit-making volunteer ambulance organisations may obtain minibus permits that exempt them from PSV operator licensing. I see no need to change these arrangements.
