To ask the Secretary of State for Transport if he is considering further action which will ensure that local authority expenditure allocations for road construction and repair will be used to their fullest extent.

Provision for new construction has not been underspent since transport supplementary grant was limited to roads capital expenditure in 1985–86. We shall be keeping the position under review.

The recent substantial underspend on road maintenance is regrettable. We are looking to highway authorities to set budgets for 1988–89 which more closely reflect provision in the public expenditure survey. In the light of those budgets we shall consider whether further action is necessary and might be effective.

To ask the Secretary of State for Transport what was the amount of money made available for roads to(a) the Department of Transport and (b) local authorities in England and Wales for (i) capital expenditure and (ii) repairs; and what was the amount spent in each year from 1978 to 1987.

[holding answer 10 February 1988]: The tables show provision and outturn for national roads (motorways and other trunk roads) and local roads in England. The Secretary of State for Wales is responsible for roads in Wales.
