To ask the Secretary of State for Transport whether the availability of finance is one of the criteria adopted by the Railways Inspectorate in determining its policy towards safety measures on railways.

Both British Rail and London Regional Transport have a statutory duty to provide or secure the provision of rail services and in so doing to have due regard to efficiency, economy and safety of operation. In considering proposals affecting safety the Railway Inspectorate bears these requirements in mind.
