To ask the Secretary of State for Social Services what steps he has taken to revise memorandum HM(71)90, published in 1971; and when he will publish the circular which will provide advice to mental hospital administrations on access to, and use of, patients' money.

We are considering whether a revised circular is needed at the present time to replace HM(71)90. We know that many hospitals are devising imaginative and useful schemes within the existing guidelines to use patients' money for their personal benefit and with a view to enhancing their quality of life.
