§ Mr. David MitchellIt is not possible to attribute subsidy between ratepayers and taxpayers prior to 1985–86, since much of the latter's contribution was by means of rate support grant and transport supplementary grant to the GLC, which, as block grants, were not hypothecated. The figures for grant provided are as follows:

Elsewhere in Europe, I understand that in Sweden light dues are levied on vessels arriving from abroad, and that in Norway part of the costs of lights is met through port charges. Of the membership of the International Association of Lighthouse Authorities, which is a worldwide organisation, about 45 per cent. of member countries rely solely on port or light dues, and about 38 per cent. rely on general taxation or subsidy or a mixture of public finance and dues.
