To ask the Secretary of State for the Environment if he has any plans to seek to amend the law relating to the powers of a local authority to offer financial assistance to the owner of(a) a church or place of religious observance, (b) a training centre run by a voluntary organisation, (c) health care premises run commercially or by a voluntary body, (d) a small shop, (e) a restaurant, (f) a sports club and (g) industrial premises to make the property accessible for disabled people including wheelchair users.
