To ask the Chancellor of the Duchy of Lancaster if he will introduce a confidential hot line at his Department for informants on suspected insider dealing and other breaches of the Financial Services Act.

Mr. Maude

It is already open to members of the public to contact my Department, anonymously or otherwise, about alleged contraventions of the Company Securities (Insider Dealing) Act 1985. Any such approaches are treated in confidence if the informant so wishes. The main provisions regarding breaches under the Financial Services Act 1986 are not yet in force. When that Act is fully implemented, responsibility for its enforcement will be shared between my Department and the Securities and Investments Board. My Department will shortly be discussing the practical implications of this with the Securities and Investments Board.
