To ask the Secretary of State for Social Services what criteria he uses in appointing regional and district health authority chairmen.

In appointing regional and district health authority chairmen we take into account a wide variety of factors, but the most important are the individual's personal qualities, his or her interest in and commitment to health care, any management or other relevant experience, and his or her knowledge of the locality.
