Mr. Michael McNair-Wilson

To ask the Secretary of State for Social Services if he will list the current membership of the National Health Service Management Board; if he will give an indication of their financial, commercial or managerial background; and if he will define the role of the management board in the overall running of the service.

Mr. Newton

[holding answer 1 February 1988]: The NHS Management Board was established within the Department towards the end of 1983 to give leadership to the management of the hospital and community health services, to control performance and to achieve consistency and drive over the long term. The board has a continuing programme of work on management matters relating to the hospital and community health services. The board is made up of individuals who have held a wide range of senior positions in government, the private sector or the NHS. The members are: The Right Hon. Tony Newton MP, Minister for Health, Chairman. Sir Roy Griffiths, Deputy Chairman (Part-time) and adviser to the Government on NHS management. Managing Director and Deputy Chairman of J. Sainsbury PLC. Mr. Len Peach, Chief Executive and Personnel Director. On secondment from IBM (UK) where he was Director of Personnel and corporate affairs. A past President of the Institute of Personnel Management. Sir Donald Acheson, Chief Medical Officer. Former Chairman of Southampton and South West Hampshire Health Authority. Mr. Tom Critchley, Director of Procurement and Distribution. Has held a number of high level purchasing posts in industry and ran his own management consultancy from 1980–86. A past president of the Institute of Purchasing and Supply. Mr. Michael Fairey, Director of Planning and Information Technology. Seconded from North East Thames Regional Health Authority where he had been Regional Administrator. Chairman of Regional Administrators from 1982–84. Mr. Graham Hart, Director of Operations. A Civil Servant with experience in a wide variety of posts in DHSS concerned with health services. A member of the Central Policy Review Staff from 1982–83. Mr. John James, Director of Health Authority Finance. A Civil Servant with experience in DHSS posts concerned with health finance, planning, personnel and policy and also in the Treasury. Currently serves as a non-executive Director on the Board of Laing Homes Ltd. Mr. Anthony Merifield, Director of Health Authority Liaison. A Civil Servant with experience in DHSS posts concerned with health service operations and management. Mr. Ian Mills, Director of Financial Management. On a three year secondment from Price Waterhouse where he is a senior partner and was director of central government services. A Fellow of the English Institute of Chartered Accountants and a member of the English Institute of Management Consultants. Mr. Duncan Nichol, Non-Executive Director. Regional General Manager, Mersey. A past president of the Institute of Health Services Management and chairman of the Education Committee of King Edward's Hospital Fund. Mrs. Anne Poole, Chief Nursing Officer. Has been Chief Nursing Officer at both district authority and Area Health Authority level. Also has experience as nurse member of Merton, Sutton and Wandsworth Area Health Authority. Mr. Peter Wormald, Director of Operations (Personnel). A Civil Servant with experience in a post concerned with health service policy and planning and now leads the Department's Health Authority Personnel Group.

In addition, Mr. Idris Pearce, a senior partner in Richard Ellis and Vice President of the Royal Institution of Chartered Surveyors acts as property adviser to the Board.
