To ask the Secretary of State for Social Services what grants have been allocated by his Department to Lancashire county council for 1988–89; what grants were made in 1987–88; and if he will make a statement.

[holding answer 5 February 1988]: Central Government grant support for Lancashire county council's expenditure in areas which are my right hon. Friend the Secretary of State for Social Services responsibility is provided mainly via unhypothecated rate support grant paid by the Department of the Environment. Grants allocated to Lancashire county council by this Department in the two years consist of:

  1. 1. An indicative allocation for 1988–89 of £204,800 under the Social Services Training Support Programme. 1988–89 is the first year for which grant aid will be available from this source and the indicative allocation will be confirmed later on receipt of a specific bid from the authority.
  2. 2. A grant of £17,386 in 1987–88 for expenditure on secure accommodation for children. Applications for grants totalling £45,614 in 1988–89 are currently under consideration.

Lancashire county council will also benefit from funding through the joint financing arrangements but payment is made by the appropriate district health authorities. Information about what the authority will receive in 1987–88 and 1988–89 is not held centrally and my hon. Friend may like to make inquiries of the chairman of North Western RHA.
