To ask the Secretary of State for Northern Ireland if he will make it his policy that bed-and-breakfast accommodation will not be used in Northern Ireland for the homeless; what advice as to the cost to public funds of bed-and-breakfast accommodation he has had from interested parties; what is his assessment of its value as a means of providing for homeless families and individuals; and if he will make a statement.

The provision of temporary accommodation for the homeless in Northern Ireland is currently the responsibility of the four health and social services boards. At present boards make limited use of bed-and-breakfast accommodation to meet the immediate needs of homeless people in emergency situations.

Precise information as to the cost of providing bed-and-breakfast accommodation is not readily available. I understand that, to date, the cost has not been greater than the daily board and lodging allowance available under supplementary benefit regulations. The overriding requirement is to meet the immediate needs of the homeless person, which in some instances may be met only by using such accommodation. Given that such accommodation is used only in emergencies and for short periods, I am content with these arrangements.
