To ask the Secretary of State for Social Services if he has any proposals for the compulsory labelling of motor oil, warning of the possible link between used motor oil and skin cancer; and if he will make a statement.

The evidence from animal tests suggests that repeated exposure to used engine oil could lead to the development of skin cancers. However, there is no evidence of an increase in skin cancers among motor mechanics. Any risk will be reduced if those exposed follow good hygiene practice, including using clean protective overalls and washing their hands.

Labelling is not a matter for the Department. I understand that my right hon. Friends the Secretaries of State for Employment and for the Environment are considering the need for warnings, including labelling. Some manufacturers already label their oils and others are considering doing so. The trade associations recommend that vehicle and workshop manuals include a warning to follow good hygiene practice when changing the oil in vehicles.
