§ Mr. NewtonSpecial protection within regional health authority allocations for the revenue consequences of capital schemes ceased in 1977–78, when the recommendations of the resource allocation working party were implemented. Regional health authorities are responsible both for planning their capital investment with regard to the likely availability of revenue, and for ensuring that their annual revenue allocations to districts are sensitive to service plans, including new capital developments.
