To ask the Secretary of State for Transport how his Department seeks to develop public transport policies within given travel-to-work areas, concomitant with population changes within those areas.

In London it is the responsibility of London Regional Transport and the British Railways Board to provide a secure public transport service in response to changes in demographic and other relevant factors and in accordance with principles approved by the Secretary of State. Outside London, responsibility rests with the local authorities concerned to supplement local commercial services in accordance with their general public transport policies.
