§ Mr. AmessTo ask the Secretary of State for the Home Deaprtment (1) how many fixed penalty fines were issued on foreign-registered vehicles for each of the last five years; if he will give a breakdown of the figures between(a) private vehicles and (b) business vehicles; and if he will express the figures as a percentage of the total number of fines;
(2) if he will list, by country of origin, the total number and value of fixed penalty fines for road traffic offences unrecovered, for each of the last five years;
(3) how many of the fixed penalty fines issued on foreign-registered vehicles for each of the last five years were paid; and if he will estimate the cost of recovering such fines that remained unpaid in the first instance;
(4) if he will list, by country of origin, the number of fixed penalty fines issued on foreign-registered vehicles for the last year for which figures are available;
(5) if he will list, by country of origin, the number of convictions for road traffic offences, other than fixed penalty fines, against drivers of foreign-registered vehicles, 779W for the last year for which figures are available; and if he will give a breakdown between (a) private vehicles and (b) business vehicles.
§ Mr. John PattenInformation on fixed penalty notices issued, the proportion paid, and so on, and findings of guilt at all courts is published annually in the Home Office statistical bulletin "Offences Relating to Motor Vehicles, England and Wales" (tables 3,6 and 7 of the issue for 1986, number 36/87, a copy of which is in the Library. Information is not collected centrally on the cost of recovering unpaid fines, the country of registration or the type of vehicle involved.
