To ask the Secretary of State for the Environment (1) if he will introduce as a criteria for determining bonus payments to water authority boards a measurement of success in improving the quality of the water supply;

(2) what are the criteria used to determine bonus payments to water authority chairmen;

(3) what is his policy on bonus payments to water authority chairmen; and if he will make a statement.

Mr. Moynihan

A performance bonus scheme for water authority chairmen and executive board members was introduced in 1986–87 to provide a financial incentive for the participants to achieve exceptional corporate results in relation to targets agreed with Government. Bonuses from 5 to 15 per cent. were paid for meeting or exceeding the authorities' agreed performance aims. I will be considering what form the scheme should take in 1988–89.
