HC Deb 03 February 1988 vol 126 c615W
Mr. Salmond

To ask the Secretary of State for Scotland if he will list for each year since 1983 the number of fatalities and accidents involving participants in Government employment and training schemes in Scotland.

Mr. Lang

Figures for fatalities and accidents to participants on employment and training schemes are not available, other than for YTS. For YTS the information is set out in the table.

Accidents1
Period Fatal Major Minor
1983 (1 April to 31 December) 1 11 73
1984 1 33 227
1985 1 28 263
1986 (1 January to 31 March) 8 68
1986 (1 April to 31 December)2 1 38 143
19872 56 265
1 The figures are compiled on a similar basis to those prepared by the Health and Safety Executive on employed persons, but also include a number of accidents, in particular road traffic accidents during scheme time and accidents in educational establishments, which may not have been reportable to the HSE had the individuals been employed. The fatality in 1984 was a road traffic accident in scheme time.
2 Up to 31 March 1986 major injuries were classified according to the criteria in the Notification of Accidents and Dangerous Occurrences Regulations 1980. From 1 April 1986 major injuries have been classified according to the criteria in the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1986. This has had the effect of reclassifying some accidents from the minor to the major category and means that figures before and after 31 March 1986 are not directly comparable.
