29. Mr. McTaggart

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make it his policy to congratulate the President of Nicaragua on his compliance with the Arias central American peace plan, and enjoin all parties to the conflict in Nicaragua, including the United States of America, similarly to comply.

Mr. Eggar

The central American Presidents decided on 15–16 January that they were not entirely satisfied that the peace agreement had been fully complied with. Statements issued by the Twelve members of the European Community on 15 and 26 January urged all the central American countries to fulfil their outstanding obligations without delay and requested all parties indirectly involved to contribute to the efforts to achieve peace.

To ask the Secretary of State for foreign and Commonwealth Affairs what recent discussions he has had with his counterparts in central America about the progress of the Arias peace plan; and if he will make a statement.

Mr. Eggar

Her Majesty's ambassadors in the region maintain close contact with the Governments of Central America about the peace plan. We shall have the opportunity to discuss it with central American Foreign Ministers during the European Community/Central America/Contadora meeting in Hamburg on 29 February to 1 March. The United Kingdom will take an active part in these discussions.

72. Mr. MacDonald

To ask the Secretary of State for Foreign and Commonwealth Affairs whether he has made any offer of assistance to President Arias of Costa Rica in his efforts to bring peace to central America.

We and our European Community partners have strongly supported his efforts to bring peace and strengthen democracy in the region. As recently as 26 January a statement by the Twelve reaffirmed our readiness to assist the peace process to the best of our ability. The doubling of European Community aid commitments to the region underlines our support.
