§ Mr. RowlandsTo ask the Secretary of State for the Environment what proposals he has made for altering the building regulations in relation to the conservation of energy in domestic, commercial and industrial buildings; when he published his proposals; and when he intends to bring his proposed changes to the House.
§ Mr. TrippierA consultation letter on stage 2 of the review of the building regulations was issued on 15 December 1986. This included a number of general proposals relating to the form of the legal requirements in part L (conservation of fuel and power) and to guidance which might be given on ways of meeting those requirements. More detailed proposals are now being developed in the light of comments received, and I intend to issue a further consultation document on part L later this year. I hope that the necessary amendments to this part of the regulations can be laid before Parliament by the end of the year.
