Mr. Dalyell

To ask the Secretary of State for Defence how many of his Department's civilian staff have received merit pay awards in 1985 and 1987.

Mr. Sainsbury

The term "merit pay" is taken to refer to the three-year performance bonus experiment which was introduced throughout the Civil Service on 1 April 1985.

During the first year of the experiment, which ran from April 1985 to March 1986, 684 awards were made to MOD staff. During the second year, from April 1986 to March 1987, 698 awards were made. Details for the third year, from April 1987 to March 1988, are not yet available.

To ask the Secretary of State for Defence what were the grades of the recipients of merit pay in 1985, 1986 and 1987.

The term "merit pay" is taken to refer to the three-year performance bonus experiment which was introduced throughout the Civil Service on 1 April 1985. Staff in the grades 3 to 7 and their equivalents were eligible to receive these bonuses.

To ask the Secretary of State for Defence what was the total expenditure on merit pay within his Department during each of the years 1985, 1986 and 1987.

During the first year of the experiment, which ran from April 1985 to March 1986, expenditure on awards within the MOD was £691,500. Expenditure in the second year, from April 1986 to March 1987 was again £691,500. Details are not yet available for the third and final year of the experiment covering the period April 1987 to March 1988.
