§ Mr. NeedhamAllocations are made to boards to enable them to deliver the full range of health and personal social services. The setting of budgets within allocations is a matter for boards; provision for nurses pay is not separately identified within the allocations. However, total expenditure on nurses' pay in 1987–88 was £185 million.
