§ Mr. Michael ForsythThe Government have taken a wide range of positive measures to encourage and assist local action to combat the problem of drug misuse. The primary responsibility for planning and developing services to prevent drug misuse and provide help for drug misusers and their families rests with health boards and local authorities, but applications for central funding under schemes such as the urban programme will certainly be considered.
