To ask the Secretary of State for Foreign and Commonwealth Affairs what information he has on changes in Soviet policy in the last nine months on short-notice challenge on-site inspection of conventional forces.

On several occasions this year Soviet spokesmen have stressed the importance of adequate verification arrangements including on-site challenge inspection, to accompany agreed reductions in conventional forces. These points echo what the Alliance has been saying for years. The Soviet Union has also availed itself of the on-site inpection provisions of the Stockholm document three times during the last nine months and has itself been inspected on three occasions, once by the United Kingdom in April.
