§ Mr. WaldegraveOn several occasions this year Soviet spokesmen have stressed the importance of adequate verification arrangements including on-site challenge inspection, to accompany agreed reductions in conventional forces. These points echo what the Alliance has been 77W saying for years. The Soviet Union has also availed itself of the on-site inpection provisions of the Stockholm document three times during the last nine months and has itself been inspected on three occasions, once by the United Kingdom in April.
