§ Mr. RyderThe EC Commission has not yet forwarded any proposal to the Council for a Community plant breeders' rights scheme. However, in anticipating such a proposal, the review report recommended that the United Kingdom should support the principle of such a scheme and ensure that the testing systems operate in a practical and efficient way.
