To ask the Secretary of State for the Home Department if he will seek powers to disqualify from ownership of a dog, anyone who knowingly allows the animal to trespass on a railway line.

[holding answer 12 December 1988]: I understand that the courts already have powers to disqualify persons from ownership of domestic or captive animals where cruelty or unnecessary suffering is caused to them.
