§ Mr. Moynihan[holding answer 7 December 1988]: The Government issued a consultation paper on the future of sewerage agency arrangements in November 1986, and invited comments from a range of interested organisations. Among those who responded were the Association of District Councils, the Association of Metropolitan Authorities, NALGO, and the Water Authorities Association. The subject has also been raised since then in discussions between Ministers and the ADC.
