To ask the Secretary of State for the Home Department whether he will make it his policy that random breath testing will not be introduced surreptitiously or in any other way without prior constitutional process following a full debate in the House.

Random breath testing should not be permitted without primary legislation to amend existing police powers contained in the Road Traffic Act 1972. Any such legislation would be subject to the normal process of debate in the House.
