To ask the Secretary of State for Foreign and Commonwealth Affairs when Her Majesty's Government will be in a position to ratify the United Nations convention against torture and other cruel, inhuman or degrading treatment or punishment.

The instrument of ratification was yesterday—8 December—lodged with the Secretary-General of the United Nations in New York. The convention will come into effect for the United Kingdom 30 days from that date.
