To ask the Secretary of State for Transport if he will make a statement on the use of the driver and vehicle licensing centre facilities at Swansea for the preparation of Scottish poll tax forms; and if he will give details of what consultations were undertaken with the driver and vehicle licensing centre unions and of who provided the manpower to operate the machinery and to load and transport the forms.

The supplier of DVLC's paper handling equipment asked to use one of the machines for 10 days to process community charge forms. The request was agreed as the machine was not needed for DVLC work at the time. The forms were processed by company staff, so that there was no reason to consult the DVLC trade unions.
