§ Mr. FoulkesTo ask the Secretary of State for Foreign and Commonwealth Affairs when Her Majesty's Government will ratify the United Nations convention against torture; and whether the relevant declarations under article 21 and article 22 of this convention will also be made in order fully to recognise the competence of the committee against torture.
§ Mr. WaldegraveWe intend to ratify the United Nations convention against torture later this month. We are still considering what reservations/declarations we shall need to submit.
