§ Mr. Michael ForsythMy right hon. and learned Friend is preparing legislation providing for the delegation of greater financial and managerial responsibilities to further education college councils. Colleges will continue to be funded by the education authorities, but I hope this will be in ways which better reflect each college's achievements in meeting the education and training needs of its area. Colleges will have greater freedom to earn and retain income generated by selling services—such as consultancy, research, and company specific training—at commercial rates.
