Friend the Minister of State, Department of the Environment, announced on 25 April that the threshold in England for inclusion within the residual rating arrangements will be increased so that only those areas where combined budgeted expenditure for 1987–88 of the authorities operating in that area exceeded the combined needs assessments for the area by more than £200 per head will be affected. In any case, part IV of the Local Government Finance Bill is not applicable to Wales.
