To ask the Secretary of State for Foreign and Commonwealth Affairs what are the implications for safeguards arrangements under the 1970 treaty of Almelo, between the United Kingdom, the Netherlands and the Federal Republic of Germany, of plans for URENCO to collaborate with Duke Power Company of the United States of America on a nuclear fuel plant in the United States of America.

If these plans come to fruition, the Governments of the United Kingdom, Federal Republic of Germany and Netherlands will ensure that appropriate safeguards procedures are applied at any facility constructed in the United States pursuant to article VII of the treaty of Almelo.

To ask the Secretary of State for Foreign and Commonwealth Affairs what safeguards arrangements exist to cover nuclear materials processed by the Anglo-Dutch-Federal German URENCO company for Boston Edison Co. and Sacramento Municipal District Utility in the United States of America.

Material processed by URENCO in the United Kingdom is subject to Euratom safeguards and to the terms of the United Kingdom/Euratom/IAEA agreement. Similar arrangements apply to URENCO Dutch arid German plants.
