To ask the Prime Minister, pursuant to her answer of 30 March,Official Report, column 466, what account she took of the recommendations of the Justice Awoniy commission of inquiry into malpractices and wastages in Niger State that Nigeria repudiate the Biwater loan, blacklist the company for 10 years and report it to organisations involved in the United Nations water decade during the negotiations leading to Nigeria's request for finance to complete the project.

The ECGD has seen no evidence that the recommendations of the commission of inquiry which met in 1984 were accepted or acted upon by the Nigerian authorities.

Since then the Niger State Water Board (the buyer), Niger State Government (borrower of the United Kingdom loan) and the Federal Ministry of Finance and Economic Development on behalf of the Federal Military Government have reviewed the project and decided upon a basis for completion of the water scheme by Biwater Projects Ltd. In response to a specific request from the Nigerian federal authorities ECGD has been able to enter into negotiations in respect of support for a further loan to assist project completion.
