§ The Prime MinisterThe ECGD has seen no evidence that the recommendations of the commission of inquiry which met in 1984 were accepted or acted upon by the Nigerian authorities.
Since then the Niger State Water Board (the buyer), Niger State Government (borrower of the United Kingdom loan) and the Federal Ministry of Finance and Economic Development on behalf of the Federal Military Government have reviewed the project and decided upon a basis for completion of the water scheme by Biwater Projects Ltd. In response to a specific request from the Nigerian federal authorities ECGD has been able to enter into negotiations in respect of support for a further loan to assist project completion.
