To ask the Secretary of State for Social Services if he will itemise the assumptions and detailed calculations he has made in reaching the conclusion that 54 per cent. of claimants under 25 years will gain in real terms as a result of changes resulting this month from the Social Security Act; and, in particular, if he will explain the assumption made as to the proportion of householders and non-householders within this claimant group.

The structural effect of the Social Security Act 1986 for single claimants under 25 years and without children is given in table 8 of the "Impact of the Reformed Structure of Income-Related Benefits". The assumptions are given in the explanotory notes to this publication.

The numbers of non-householders and householders in this category are 660,000 and 170,000, respectively.
