§ Mr. Chris SmithTo ask the Secretary of State for the Environment if he will state the reasons for his refusal of the application made by Islington borough council 1986 under the Housing and Planning Act 1986, for financial assistance for the appointment of two housing cooperative development officers to assist the establishment of housing co-operatives in the borough.
§ Mrs. RoeThe guidelines issued by my Department for housing management grant under section 16 of the Housing and Planning Act 1986 indicate that grant will not normally be available towards expenditure which could be funded by local authority main programmes. As the application from Islington borough council was in support of two development officers in its own co-ops section, approval was not given. Our priority is to support non-statutory organisations offering advice to tenants groups.
