Mr. Bernie Grant

To ask the Secretary of State for the Environment what was the level of rate support grant to Haringey borough council in each year since 1979 at current prices; and what proportion this represented of their total income.

1 Total income is defined as rate fund revenue account gross income comprising sales, fees, charges, interest receipts, local rates, specific grants and rate support grant. It is net of general administration recharged to other services and accounts.

2 The grant figures and grant as a percentage of total income are not comparable with those for years before 1981–82 because the arrangements for paying grant changed in 1981–82; the needs resources and domestic elements of grant were replaced by block grant and domestic rate relief grant.

3 Income and grant as a percentage of total income are not comparable with those for years before 1983–84 due to the introduction of the unified housing benefit scheme in 1983–84 when arrangements for paying grant to local authorities were changed.

4 The grant figures are not comparable with those for years before 1986–87 because of changes in local authorities' responsibilities following the abolition of the GLC.
