Mr. Tom Clarke

To ask the Secretary of State for Social Services, pursuant to his answers to the hon. Member for Monklands, West of 15 March,Official Report, columns 553–54, what steps he has taken to encourage local authorities to collect data on (a) the discharge and subsequent care of people from long-stay mental illness and mental handicap institutions, (b) the number of carers in their area, (c) the provision of home help support, district nursing services, social work support, or other services to carers and (d) the number of households with a mentally handicapped member, and the numbers receiving sitting services, respite care or holiday relief schemes.

Local authorities are responsible for deciding what information they require for management of services provided for mentally ill and mentally handicapped people in their areas. The need for central collection of information from local authorities is reviewed periodically, for example a new return on residential accommodation was introduced in 1987.

To ask the Secretary of State for Social Services if he will publish the number of registered(a) mentally ill and (b) mentally handicapped patients in the Burnley, Pendle and Rossendale health authority area for each year from 1979 to 1987.

The numbers of in-patients resident at 31 December in National Health Service mental illness and mental handicap hospitals and units managed by this district health authority are given in the table. The people concerned are not registered and may not have been resident in the area of the health authority before their admission as patients. I regret that the figures for 1987 are not yet available.
