§ Mr. MoynihanThe Montreal protocol itself provides an incentive to switch to environmentally safe substitutes even before consumption of CFCs and halons has to be reduced. British producers and users are actively engaged in research and development. My right hon. Friend the Secretary of State for Trade and Industry has awarded a grant for development of a process for recycling CFCs used in the manufacture of polyurethane foam. He will consider any application for support for research and development of substitute products, technology or processes against the criteria and objectives of the schemes which his Department operates.
